Lockdown 4.0
New Delhi: The Center has extended the nationwide lockdown until May 31. The National Disaster Management Agency (NDMA) has issued an extension order in the wake of the third installment lockdown expiration today. Against this backdrop, the Home Ministry has released guidelines for Lockdown 4.0. It is clear that the ban on train, air and metro services will continue till May 31. At the same time, the interstate bus services, with the exception of the containment zones, were able to operate. However, the Home Ministry has made it clear that these will be run by mutual consent of the states.
They are not allowed on lockdown 4.0
* Domestic and international flights are not allowed.
* Metro train services are not permitted.
* Band, Schools, Colleges, Educational Institutions / Coaching Centers.
* Hotels, restaurants and other services not allowed.
* Movie theaters, shopping malls and other entertainment areas are not allowed.
* No political, social, sports or entertainment activities allowed.
* People are not allowed in religious institutions. There is no religious activity to perform.
* Bus services are not allowed in containment zones
These are the green signal in Lockdown 4.0
* Permits to open kitchens for home delivery restaurants.
* Permits to operate canteens in bus stands and railway stations.
* Access to medical, police, public servants, healthcare workers and accommodation for tourists in Quarantine is permitted.
* Excludes domestically related medical services, domestic air ambulances and safety, as permitted by the MAH.
* Allowed to open sports centers without spectators
* Online / Distance Learning continues as usual.
Bus services do that ..
* Permission for interstate bus services and vehicle travel to be coordinated between states.
* Interstate bus services are finalized by the respective state governments.
Containment, Buffer, Red, Green, Orange Zones
* Wherever the Red, Green and Orange Zones are located, the State Governments and Union Territories shall decide. The Union Health Ministry and the Government of India will have to consider them in accordance with the regulations.
* The boundaries of Red, Orange, Containment and Buffer Zones are determined by the District Officers. They should also comply with the guidelines of the Union Ministry of Health.
* No other activities except emergency services in containment zones. People should not get on the roads.
* Containment zones should include surveillance on every home. Provide necessary medical examination and services.
* Do not leave home unless you are over 65 years of age, pregnant women and children under 10 years of age.
7pm. To 7 p.m. Until then the curfew will continue as usual. Local authorities must issue orders (except for emergency services). Section 144 should be implemented in all areas.

* Employers must take steps to install a smartphone app for every employee who uses a smartphone to ensure the health of employees in offices and workplaces.
* District officials should be made aware of all smartphone users to download the Healthcare App.
Permits for freight
* Nurses, paramedical staff, sanitation workers, ambulances and pharmacists can travel from one state to another. They have no rules.
* All states must allow freight, cargo services and finally empty trucks. These should not be obstructed.
* States must allow all vehicles that offer goods and cargo services from neighboring countries.
